1. Cook pasta according to package directions for al-dente. Strain and run under cold water to cool. Set aside to dry.
2. Meanwhile, chop the asparagus into 1 - 1 1/2" sections and steam for 3-5 minutes, until bright green and tender with some bite. Transfer the asparagus to a plate and set it aside to cool.
3. Once asparagus is cooled to room temperature and the pasta has dried slightly, the salad can be assembled. This will take 5 or so minutes.
4. When ready to assemble the salad, combine the sour cream, mayonnaise, apple cider vinegar in a medium bowl.
