1. Preheat oven to 350 degrees. Cover baking sheets with parchment paper or silicone mats.
2. In a medium bowl whisk together flour, cocoa powder, baking powder, baking soda and salt.
3. Using a stand mixer with the paddle attachment or a hand mixer cream the butter with sugar and brown sugar until light and fluffy. Add the eggs and the vanilla and mix just until incorporated scraping down the sides of the bowl as needed.
4. Turn the mixer to low. Add the flour mixture to the butter mixture in several increments mixing just until combined. Remove from the mixer and using a spoon stir in the chocolate chips and if desired nuts.
