When the oil starts to shimmer add the meat and season with the pepper and Italian seasoning.Step3Cook the meat until browned on all sides.Step4Add the beef broth and wine to the instant pot and use a flat bottom spatula to deglaze and scrape the brown bits from the bottom of the pot.Step5Add the remaining ingredients except for cornstarch and water.Step6Cover and lock the lid on the instant pot. Ensure steam valve is closed.Step7Set with manual button for 35 minutes, allow the pressure to release naturally for 10 minutes before doing a quick release of valve.Step8Immediately after opening the pot, mix together the cornstarch and cold water in a small bowl and stir into the stew until thickened.Step9Follow steps 1-3 from above.Step10Place beef, potatoes, carrots, onion and garlic into a 6-qt slow cooker. Stir in beef broth and remaining ingredients except cornstarch and water until well combined;Step11Cover and cook on low heat for 7-8 hours or high heat for 3-4 hours.Step12Mix together the cornstarch and cold water in a small bowl and stir into the stew.     1. Heat a large skillet. Add the oil and heat until wisps of smoke appear. Add the meat, season generously with salt and pepper and brown on all sides over moderately high heat, about 4 minutes total. Using a slotted spoon, transfer the meat to a plate.

Add the red wine and simmer, scraping up any browned bits from the bottom of the pan. Add the stock, thyme sprigs and bay leaf and bring to a boil. Cover and simmer over moderately low heat until the carrots and potato are fork tender, about 6 minutes.
    3. Add the peas and the meat along with any accumulated juices, cover and simmer until the meat is heated through and medium rare, about 3 minutes. Discard the bay leaf and thyme sprigs. Season with salt and pepper, garnish with thyme leaves and serve.
