In a large bowl whisk together flour, baking powder and salt; set aside. In a large mixing bowl or stand mixer, cream butter and sugars, about 5 minutes. Add eggs one at a time, beating well after each addition.
Preheat oven to 375 degrees F (190 degrees C). Beat butter, white sugar, and brown sugar together in a bowl until smooth and creamy. Whisk flour, baking powder, and salt together in a bowl. Divide dough into 42 portions and wrap 1 dough portion around 1 mint. Bake in the preheated oven until edges of cookies are golden, 10 to 12 minutes.
Immediately after removing chocolates from oven gently press one Andes Mint into each cookie. Let rest about 5 minutes until softened then spread over cookie. Chill to set faster or transfer to a wire rack and let set at room temperature.
