Rub the salt, pepper, and garlic into the leg of lamb. In a frypan over high heat, add 1 tbsp of oil. Once the oil is hot, brown the lamb on all sides. Transfer the lamb to a slow cooker. In a slow cooker, add the onion, carrots, and potatoes. Scatter the garlic across the vegetables.
