1. In a medium bowl, whisk together the flour, cocoa powder, baking soda and salt. Set aside.
2. In a separate bowl using an electric mixer (or a stand mixer), beat butter, brown sugar and sugar together until light and fluffy, about 2 minutes. Add the egg and vanilla, and mix until combined. Scrape down the sides and bottom of the bowl as necessary.
3. Add the dry ingredients to the wet ingredients. Beat just until combined and no flour pockets remain.
4. Use a small cookie scoop to scoop 1 Tablespoon of dough. Roll it into a ball and place on a parchment lined baking sheet. Use your thumb to make an indentation in the center. Repeat with remaining dough, place cookies about 2 inches apart on the baking sheet. Place the baking sheet in the refrigerator for 1 hour.

Shape into 24 balls, about 1" round, and place on ungreased or parchment paper lined baking sheets. Slightly indent each ball with one of your fingers and then push one cherry into each ball.
2. Bake at 350° for 10 to 11 minutes. Remove from oven and allow cookies to cool on baking sheets for about 5 minutes. Transfer cookies to wire racks to cool completely.
3. Meanwhile, melt chocolate chips and sweetened condensed milk in a small, heavy saucepan over low heat, stirring constantly. Remove from the heat; add 2 tablespoons reserved cherry juice and stir until smooth. Add additional cherry juice if necessary to reach desired consistency. Drizzle frosting over cooled cookies or alternately, transfer the frosting to a pastry bag and pipe over the cookies for a more uniform look.
4. Store cookies in an airtight container.
