1. Add all the sauce ingredients to a medium bowl and whisk to combine. Set aside.
2. If you have time to marinate the beef for a few hours, whisk all the sauce ingredients except the cornstarch. Add the beef strips to a freezer bag and pour the marinade over it. Refrigerate for up to 24 hours. When ready to cook, remove beef from marinade, add liquid to a bowl and whisk in cornstarch.
3. Heat a cast iron skillet or wok over high heat and add 2 tablespoons of oil.
4. Once the oil is hot, add the sliced onion and peppers and stir-fry for about 5 minutes, or until tender. Transfer to a plate when finished.

If meat does not fit in a single layer, cook in two batches. *If meat releases a lot of juices while cooking, remove it from the pan, pour juices out of pan into reserved marinade, and return the meat to the pan to continue cooking.
4. Remove meat from pan. Add 1 tbsp vegetable oil and cook bell peppers and celery. Cook until tender-crisp, 3-5 minutes.
