1. Melt the lard or butter in a Dutch oven over medium high heat and cook the onions until beginning to brown, about 7-10 minutes. Remove from heat and stir in the paprika. Add the beef and garlic, return to the heat, and cook for about 10 minutes, or until the beef is no longer pink.
2. Add the bell peppers and cook for another 7-8 minutes. Add the carrots, tomatoes, potatoes, beef broth, bay leaf, salt and pepper. Bring to a boil, cover, reduce the heat to medium, and simmer for 40 minutes (see note). Add salt to taste.
3. Serve with a dollop of sour cream, some crusty bread, and a cool cucumber salad.

1. In a dutch oven or large stew pot heat butter and oil over medium-high heat. Add chopped onions, carrot, and celery and saute for about 4-5 minutes until lightly browned.
2. Add tomato paste and saute for one more minute, stirring constantly. Then add paprika powder and saute for a few more seconds, be careful not to burn the paprika.
3. Add red wine and beef broth. Scrape the bottom of the pot with a spatula to loosen any brown bits. Bring to a simmer.
4. When it is simmering add the stewing beef, bay leaf, and pepper. Bring back to a simmer over low heat. Let simmer uncovered for about 2 hours. Stir occasionally. If you want to add potatoes and bell peppers add them 30 minutes before the time is up.
