Add the carrots, celery, and onions and sautee for a minute. Add the tomato sauce, beef broth, water, bay leaf, Italian seasoning, and cinnamon. Place lid on pressure cooker. Once the pressure has built up and it is whistling, lower the temperature to medium-low and cook for 15 minutes. Turn off heat and let the pressure cooker naturally cool down.
2. Once completely cooled and it is safe to open the lid of your pressure cooker, remove the beef and place on a baking sheet. Using two forks, shred the beef. Remove the bay leaf and discard.
3. In a glass, mix 2 tablespoons of cornstarch with 2 tablespoons of water to create a slurry. Add to the sauce and stir in. Heat sauce and add shredded beef back in. Salt and pepper to taste. Serve over pasta with lots of Parmesan cheese (optional--but highly recommended).
